Can a 2001 Ram1500, 2wheel drive be lowered? If so, how (short of using a thorch)?

Shorter springs and shocks, and possibly lower control arms for the front and longer shackles for the rear plus maybe removing the overload spring from the leaf spring packs.

There are many aftermarket options available to lower this truck.
Depends largely on the desired about of drop.
Lower Control Arms are a great way to get low without a largely diminished ride quality.
There is a lot of 'free' drop to be had be reworking the rear hangers and removing the over load springs. Or, if you're after more drop, you can do an axle over swap too.

mine has a axle flip in the back with a mini c notch from western chassis and lower control arms up front from djm suspension which came out to about a 4/6 drop

Jmc, I have a mine c notch but the rear ride quality is still crap. Do you know anywhere that has a prefabed full c notch for these trucks?

not that I know of. may have to try and get a universal kit. im getting mine from avsontheweb.com I believe there 110$ but ima get the notch and bridge kit for $220 here pretty soon
