It should be able to. The Rebel with the Hemi has the best towing of any of the 1500's at a slice over 10,000 most of the rest of the 1500's are in the 8k or better range.

Always remember when towing its not how much you can pull but how much you can stop. A Prius can pull 10k but I doubt it could stop 10k.

Also a brake controller is a critical tool for towing heavy loads.

There are a lot of different 1500 models that are rated for 10,000lbs. Any hemi, 8 speed, 3.92 equipped truck is rated for 10,300lbs pretty much.

Get a weight distribution hitch setup if you don't have enough one already. A trip over the weight scales will tell you if it is set correctly for the fully loaded trailer weight.
Depending on how much extra weight you pack, you may want to consider load assist airbags. Some people like the lighter duty AirLift 1000 bags that go inside the coil springs. Axle to frame mounted bags are more robust. Airbags from Total Load Control, and Timber Grove are a "no cut" install(bolt on) and are both great set ups.
Airbags are not a replacement for a weight distribution hitch set up, WDH first and airbags second to fine tune the ride.

No problem with weight but you also want good sway control built into that WDH. The OEM tires have soft side walls which tend to squirm and exaggerate sway ( from passing semis and wind). A heavier duty truck tire helps a lot. If you are not towing cross country on interstates its not as much of an issue.

Watch your payload. Weight of all occupants, gear in truck, weight of hitch, tongue weight of trailer all come off that figure, which is found on the yellow door jamb sticker.

Most half ton trucks will run out of payload well before hitting the tow rating.

You will need a good wdh and brake control. Is that 5900 figure dry weight? If so add about 1500 lbs or so for trailer options and gear you will bring, it adds up fast

I pull around 6k lbs all day on Saturday's and periodically throughout the other 6 days of the week on a single axle trailer with no braking system whatsoever. Only "mod" is a set of E rated tires (Toyo R/T in 275/65/20). No problems with stopping, and definitely plenty of power. I have the 3.21 gears.
