Have a 2011 Ram 3500 dually with 3.73 axle ratio. GCWR is 21000 while the 4.10 is rated for 26000. What problems can I expect if I am actually loaded at about 23500 lbs? Are there mods available to beef up my 3.73 version?

Depending on length of haul and terrain I doubt any ill would befall you or machine. Repeatedly over long distances I dare say would yield undesirable effects but not a handful if runs. No doubt the opinions if sticker #'s should be rolling in right about..................... now. Ok, now. Well, soon then. Maybe.

Likely nothing will happen if it's not on a regular basis (excluding any possible repercussions if you require a certain license for the weight and you're caught without it) but if it's a regular thing, or you'll be pulling some steep long grades keep an eye on your trans. Regear it if it's going to be a regular thing.

If you get into an accident while over limit, you can be sure that the insurance will make something out of it if they can.

You won't want to run over your GCVWR routinely for safety and liability reasons.

Don't have it directly in front of me but your GCVWR, I believe, is lower than my 2015 2500 MC 6.4 Hemi GCVWR. YOu may want to double check your numbers because those seem light.

Looking at the 2011 tow ratings the GVWR is the same for 3.73 and 4.10, basically the trailer can be 5000 lbs heavier but tongue weight is the same. So it comes down to what you can get going on a steep hill, and how much braking you need to do in addition to the engine braking.
Unless you frequently go over steep passes it's not likely to cause issues, but keep an eye on the transmission.
