Timing Question

Hi,

We have a 1999 Dodge Ram 1500 with a 5.9 V8 engine.

Since one cannot perform the "finger over the plug hole" technique because of the presence of a heat shield, my question is as follows:

If #1 cylinder is at the top, the timing marks on the harmonic balancer line up and the rotor points pretty close to #1, can we assume we are at top dead center on the compression stroke?
