Bad ignition switch. But replace all the fuseable links with fuse holders and fuses. Or new fuseable links. This will clear up or keep from happening a LOT of wonky Dodge truck electrical problems.

That relay could be messed up even though I'm showing light test success at the steering wheel?

Yes because the relay is downstream of the horn button and therefore the power is still going thru the button. In a relay system the button supplies only suppy voltage to trigger or "pull" the relay. What happens is the button has a low amperage supply voltage to one side of the relay, the device hooked to the relay has a higher amperage load on one side and when you touch the button, it switches the ralay to supply the device with the higher amperage from the other side of the relay therefore making it possible to have much smaller wires run to the button and in the cabin of the vehicle so it is more managebale, and it also has a second result of not havig the switches for everything be huge to take the entire load of a device that needs more than just a few amps.
