Throttle stick in gear only

1990 ram d250. 360 tbi. i believe it's has a 518 auto with the overdrive button on the dash.
here's the issue. i'm rolling down the road and give the girl a little goose and she wants to run it out for a country mile. it takes a while for it to settle back down to idle and I have to hit the brakes extra hard.
I did the key on.off.on.off.on count the flashes of the dash light. came up with 12=37=55
battery diconected in last 50 ignition cycles =12
torque converter clutch solenoid circuit shorted =37
end of diagnostics =55

when I have it in park or neutral she immediately goes back down to idle.
engine has 111k tranny was rebuilt 11k ago due to previous owners towing a 5th wheel.
I'm familiar with mechanics but use the internet to help me diagnose any issues i'm having. any help is appreciated

not sure if dodge have 'em, but maybe a TV cable of some sort? (kick down, passing gear cable hooked to throttle) sticking, maybe corrosion in the cable...

unless there is some kind of vacuum actuated solenoid on the trans like the old chevy turbo 350's...plugged vacuum line?

crawled under it. the linkage from throttle is moving freely. it only does it when I blip the gas. the linkage between the throttle and tranny is a rod.

Anytime there is a high idle/takes a while to idle down condition, I immediately think IAC.

i don't think they have a IAC. i think they got a ISC motor instead and this is how you adjust it

hmm I will check that when the weather is a little warmer.
what should I look for to be sure what tranny I have. I'm guessing it's a 518 only because of the year and the fact that it has an o/d button on the dash
