Air in my steering?

So a few weeks back while I was trying to chase down a steering clunk I took the cap off my steering reservoir to check if the level moved when I turned the wheel. I later noticed that I now have a sucking sound coming from my steering all the time. I also just this week noticed that if I'm holding the brakes I can't turn the whee all the way. on my 01 3500, it doesn't have a vacuum booster for the power brakes. It uses power steering hydraulic pump to provide the power assist for brakes. Generically called hydroboost. Don't know if the 4th Gen have gone to that for their HD's. From your description it sounds like it.

I believe only the Cummins come equipped with a hydro booster

you can try to purge air out the system if you think you may have some, but simply removing the cap wont introduce air to it if thats what your worried about.

remove the cap, make sure the reservoir is full, start the truck and turn the wheel from lock to lock a few times. top off fluid as needed. it makes it easier if you have the front tires off the ground.

To add to what Danny said, if you are sucking in air, the reservoir would also be showing a frothing or small bubbling in the fluid.
