Looking towing charts and noticed a significant difference in towing capacity between 2012 and 2013. Specifically looking at crew cab long bed 4x2 with 3.42 gears. Anyone know what changes were made to justify such a difference?
2012: 9,950
2013: 17,750

To get 17K towing ability with a 2013 2500, you are looking at diesel power. Is it possible you are comparing a 2012 gasser to a 2013 diesel?

2013 is when the CTD started using DEF. New engine tuning raised the horsepower about 30 and the torque went up about 240 ft lbs
The EPA doesn't care what comes out of the engine, just what comes out of the tailpipe. The SCR after treatment allowed the engine to produce more NOx but less out of the tailpipe.

So those are accurate charts then? And by that logic, if you "delete a 2013 the HP and torque would go down...?

no just the opposite, if you delete(and the required tune) either 2012 or 2013 the emissions requirements go out the window. HP and torque will go up.
There was no SCR(or DEF) on the 2012s, the NOx emissions were managed by how the engine was tuned.
In 2013 with the SCR along with DEF, the engine tune could produce more NOx while less would come out of the tailpipe.

When you delete the potential is endless. You can add 100 hp on just a tune and exhaust, obviously you'll have other troubles though

So basicly a tuned 2012 has the capacity to do the 17000 lbs...? Not that I need the 17xxx. But if I get a 2012 Cummins I want it to be more then just 1500 lbs more capable the my current ram hemi.

There are other parameters that are used to determine what a vehicle can tow. Here is an interesting read of those parameters and the SAE towing standard.

Beginning with 2013 CTD, the emissions were moved downstream in the exhaust system, and as mentioned, the engine was returned for performance (once again), even the EGR percentages were drastically reduced.

I suspect the 2012's transmission will not be as robust as the same transmission used in the 2013+ production, something to consider.
