What's the .77 mean? Is this something dealers use?

It is a way to reduce the MSRP to a discounted price, it this case, 23% (100 - 77) which is very aggressive pricing unless regional incentives are in place.
Typical discounts from MSRP run in the 19% range plus local fees and taxes.
Might be a good time to mention this, most dealers don't bother to look at all the incentives the factory may be offering. For example, when I bought my 2015 RAM, the factory had a $500 dollar incentive if I owned any Bobcat equipment. As strange as that may sound, it is worth asking your dealer to review the incentive list with you.
