In newer models the horn is controlled by electronics as opposed to old school relays. You hit the horn button(s), a message is send via the internal communications network to the TIPM which turns on power to the horn. I'd guess there's some sort of "debouncing" in the logic which prevents those sub-second "beeps".

I circumvented this by installing air horns on their own circuit with a button mounted just under the headlight switch. Louder and faster response, and can give a friendly tap with ease...

Mine is the same.Horn is only good for long blasts.

There is a thread on this somewhere but having a hell of a time finding it. Someone used a relay and bypassed the OEM circuit and has a normal horn.

It still hasn't changed in the 2017 RAM. I hate like hell to give such a major blast at a stop light just to get someone who has spaced out on his cell phone to go ahead and go on green. But, I do it.

You hate blasting some dipwad on a cellphone at a green light? I LOVE it. Especially with my 172dB air horn on full blast. Did you know you can crack the windshield from the inside with a cellphone?
