I actually just noticed these on my truck as well this past weekend (was doing an oil change).
To me it seems maybe like a jack point? There is nothing connected to mine... so I assume it is intended to be like that.

It's so you have the option to add a front brush guard for us sport owners since we don't have toe hook holes in our bumpers. You just bolt from the bottom and hope it holds for dear life lol.

Those are one of the three Bolt locations for tow hooks.

I agree with the tow hooks, but I would try to find a way to mount limeybastard's cupholder somewhere.

Not for snowplow...as the owners manual specifically says not to put a plow on the 1500.
