What changed between 2012 and 2013? Every coil spacer on the second link lists them up to 2012s? CST springs only lists them for 2013-16.

Also, whats the consensus for poly vs steel spacers?
I have read that because poly is a softer material it rides better? But then I read steel is better because it wont wear down and break down over time?

Nothing changed between 2012-2013. Seems their info is incorrect.

Poly or steel, you can't go wrong either way.
Poly-wont break, softer material, may settle a little bit (mine havent after 2 years)
Steel- welds could break, stronger, will not settle
