I am planning on installing flush mount pods in my rear bumper this afternoon. I have everything for the install, however I am curious if a Dremel will be able to cut through the bumper.

It will but it's gonna be a slow process. When I did mine I used a jigsaw with a metal cutting blade. I drilled the four corners and then made the cuts with the saw. I laid down a couple of layers of tape so I wouldn't scratch the bumper with the saw.

No matter how you do it, I would definitely recommend protecting the surrounding area with tape.

drilled corners and die grinder here. Tape and cardboard to protect other areas, yes.

Drilled corners and jig saw here... You can buy the jigsaw for $25 from lowes, and $3 for a metal blade. Money well spent

That looks really good.

The key is to tape over the bumper before you cut so you don't chip the paint or chrome.

This was my old truck which was plastidip over chrome. I taped before I cut and the plastidip didn't even lift.
