That needs a welded stud and slide hammer or a hammer and dolly if you know how to use those, you're going to damage the paint no matter what you do with that. It should be sanded right down to metal anyways so you can prime and paint it. It looks like a front fender so it'll be easier to pull the whole thing off to paint it.
