Can brake calipers freeze open?

I did a water crossing in 18 degree weather the other day while deer hunting. A few minutes later down the trail I applied the brakes and had no stopping power ( I was going very slow). After quite a few vigorous pumps they slowly started working again. I grew up in snow country and have never had that happen. Do I have a gremlin or can calipers freeze open if it's cold enough?

I'm sure with the water crossing it cause the pads to freeze over causing the low stopping power
