So I called a mobile wash for the first time and I asked him for a foam wash. So the first thing he did was spray the foam before rinsing. Is that normal? Doesn't that just rub around the dirt on the paint when they got the mitt and rubbed down the paint after the foam?

Foaming first is acceptable. If you rinse first, the foam won't adhere to and lift the dirt, it'll just slide off the car.
Should have qualified that answer. If you are freshly back from a mud bog, foaming first won't work. Normal grime, yes.
