The stock offset for the 20" aluminum clad wheels on my '12 sport is +19, correct? If so, anything less would stick out more, right? So if I got a wheel that was from +19 down to 0 and into negatives, it would stick out further and further, right? I'm just asking because the +19 does stick out just a bit and I'm being forced to choose another set of wheels because they decided they didn't have what I chose in stock which sucks. I'm set on a -12 offset and I can't find a nice set that has the negative offset. Anyways, as long as it's better than stock, I'll be happy if I am figuring this all right.

Also, can I use 285/70/17 sized tires on any offset wheel as long as I am going outward?

On the bold, correct.

Mine are +1, see my sig.

As you can see, negative offset runs more wheel to the outside of the hub. So, you have more tire and wheel outside the fender well as a result.

I don't think you need a -12mm wheel to run the size tire you are contemplating. I run a 35x12.50R18 wheel on an 18x9 +18mm wheel with no problem. Here's what it looked like before I put the flares on:

I have read that thread, you just get conflicting info everywhere so that's why I questioned it. I'm all set now, thanks guys.

-13 offset 9 inch wide wheels with 33x12.5 tires. Stick out a couple inches which I was going for.
-12 would be damn near the same. Fit fine and no rub without level.

The difference between -12 and -13 is huge!! As a matter in fact, it's exactly a 1mm difference.

IMO

Why they randomly made the wheels I have -13 instead of the common -12 is beyond me. They may in fact be the same just had a different Asian kid measure the wheels that day.
