Is a 35x12.5 tire mounted on a 17 " rim the same overall size as a 35x12.5 tire mounted on a 20" rim?

Yes, generally. Just keep in mind that the width of the wheel also impacts the overall height of the tire. But a 31x10.5-15 vs a 31X10.5-17, both mounted on say, 8" wide wheels would be the same, regardless of wheel diameter.

If you squeezed one on a 6" wide rim and stretched another on a 10" wide rim, there would be a difference.

Also, do some research, if you are really cutting it close, or expecting exact widths and heights, as tires from many manufacturers vary, despite having the same advertised size on the sidewall. Sort of like Tennis shoes, you gotta try them on. Some size 10's are a little bigger or wider, some a little shorter or narrower based on if they come from Nike, Rebok or whatever, even if they have the same US Size stamped in the sole or on a tag.

Hope that isn't too confusing.

Just keep in mind, the first number is the overall TIRE diameter, the second, the section width of the TIRE and the last number, the diameter of the WHEEL.

Listed WHEEL widths and diameters never change. The rubber tires that go on them, will vary a bit due to just some of the reasons I listed above, but are generally right in the ballpark.
