Idk what they are called but I do have them on my truck too from factory. Maybe someone has a PN?

they are definitely not mud flaps, but yes they come stock on some truck. I took them off mine when I installed my fender flares

Part numbers change year to year but spat and the year in your favorite search tool should get you the numbers for the four on the truck or it is molded in the back. Items needed to install are separate parts.
That being said since most mudflaps require their removal and many areas require mud flaps I would never recommend buying any as you either don't need them or can get them free.
