Sure you can tie down to them, if you get some that are substantial, most are thin thin cheap steel. Most loads need to be tied down far lower than at bed rail height.
They used to be for passengers because we all used to be able to travel in the back of trucks, and we needed something to hold on to. Now for looks, and I still dig them.
The functional ones not only allow you to secure cargo but, some let haul more by adding height to the sides. Also, some make the bed more rigid to guard against bulky load pushing the bed out... Think about a truck load of firewood...
