Craigslist or eBay on the wheel. On the tire...look around for a used tire place.

When I was waiting to get my VW TDI bought back...I picked up a couple nails in a tire and needed a replacement. I put new tires on it about a year earlier, so I was hoping to find something with ~75% tread. As luck would have it....a place down the road set me up with a new-ish Michelin with no patches for $40. That was including the cost for mounting and balance. Granted a truck tire is going to be more, but I would imagine you could still get a decent tire for x < 50% of the cost of a new one.
