I appreciate the information. I've heard everything from leather to vinyl to plastic. My buyer's sheet says the only leather is the seats. Is there any harm in using a leather conditioner on vinyl?

Usually a Conotioner for leather is good on vinyl, fake leather etc. Check the bottle.

No harm, but probably not much benefit. Do not use Windex or similar types of cleaners on the dash. It dries out the vinyl and may cause it to crack over time. Regular treatment with Armor All or other lubricating-type treatment is best.
