Wire Access Route - Clutch Delete Plate?

Even I think this is a stupid, pretty obvious question but I'd rather be sure then screw something up.

Is this the infamous clutch delete plate that I have heard many say they've used to drill a hole into, pop a grommet in, and run wire through for lights and other various accessories? Also, if it is the clutch delete plate I'm assuming it can be removed via those two nuts shown in the interior picture?

Yip that's where I ran my wires through too. It's the best place to do it in my opinion. It comes right off if you want to take it off to drill the hole. But I just did it in the truck.
