Just the tuner it's self would be 635.70 before taxes and shipping and if you have to pay duties at the boarder

Nope.
If it hasn't been "un-married" from the previous vehicle (previous owner did not return his vehicle to stock programming) then you need it unlocked by DSP.
But if it has been un-married from the previous vehicle, you are good to go.
