Ideas on loud noise when turning?

Hello all,
When I am moving and turning, both ways, I get a loud screeching sounding like metal on metal. It doesn't happen when turning lock to lock while static. I just had a new front axle put in the driver side and new outer tie rods as well. Any idea what could be causing this? It sounds like the dust cover or similar rubbing.

Along those lines yes, slight sound when driving straight, but loud as hell when turning either way.

Just out of curiosity have you checked your power steering fluid level?

Yes I have and it is full, I will go out and check the backplanes on the rotors.

Sometimes if you go to the limits of the steering and hold the wheel there the power steering will screech. Only other thing I can think of that could cause an extremely annoying sound is if you have overly wide tires they can rub the suspension and or the frame.
