I changed the fuse for the power mirrors a few times and they keep blowing. I can adjust the mirrors a few times after that the fuse blows

If you can read a wiring diagram I would trace it from the switch on the door with a volt meter.If you don't know how to read a diagram and color codes see if can find someone that can.But I would check the switch first it might be bad.

the mirror itself may have a short in it

That can be checked you will have to remove the mirror and go to where it is plugged in and get someone try to adjust it if it blows a fuse it's not the mirror.
