Need 02 help

I have a 2006 1500 5.7. I have the cats cut off and the the sensors all worked in and put in the headers where they normally should be and the back ones are in the non fouler bungs to try and pass emissions. I keep getting closed fuel loop code on the scanner. Does anyone know how to make it "pass" emissions??

Update the bank 2 sensor 2 is reading 4.7 volts while bank 1 sensor 2 is about half at 2.7

Ive heard the non foulers are hit and miss about working on certain trucks. I had them for awhile with no problems, other people didn’t have luck. You can try packing in some steel wool too and see if that makes the code go away

Did the sensors get put in the right positions? Like the upstream and downstream sensors didn’t get accidentally switched on the install?
