Slow Returning RPM

I have an 04 ram v6 manual tranny.

As I put the clutch in to shift, the RPM goes down in a very lazy manner, and sometimes will stop around the 1800 range.

Even just idling sometimes it stays around 1100 RPM even when warmed up.

These problems are more prevalent in the winter than the summer.

What could be causing this?

I have cleaned the throttle body.

You say you cleaned the TB, but have you cleaned the IAC and its passage?

Other than that, I'd be looking at the TPS as suspect as well.

Hows the engine performance besides the idle issue? Run fine? Doesn't seem limited in revs any?

vacuum leak can cause high idle too

First guess? Vacuum leak, hanging throttle plate, dirty / defunct idle motor; or a combo of all three.

The thing runs very smooth and I have had no performance issues.

The problem seems at its absolute worse in the winter, there are times in the summer where it operates perfectly.
