Truck won't crank

I hate posting an issue as my first post. :(

I have a new to me 2006 Dodge Ram 2500 4x4 SLT 5.7l hemi I purchased about two months ago.

Last weekend I changed the oil (warmed the truck up first) and after reinstalling filter and plugs and adding oil back the truck wouldn't crank.
I don't think there is any correlation between the two? I also haven't had an issue with it starting before.

Troubleshooting so far:
Charged battery and cleaned terminals, attached jumper battery, no luck. Voltage was above 12.5 volts, and battery was purchased 1/2017.
Removed battery terminals and let truck sit for 90+ minutes.
Checked fuses, none burnt out and all seated.
Checked the security/alarm light to make sure it was 1) Working 2) wasn't flashing, etc.
Checked key and replaced key battery. I don't have a second key to try.
Checked for voltage at starter. Main voltage 12+, but S? connector showed no voltage even when key at start position.
Jumped starter with S connector and didn't get a crank. Replaced starter, still same issue.
Went back up S? line to the starter relay, which I can hear and feel click when I move the key to the start position.
Disconnected relay and jumped pin feeding starter from battery and the engine cranks, but won't start, regardless of key position. Possible ignition switch issue?

At this point I am at a loss as to what to try next, but I believe there must be something either ECM/TIPM/Ignition related? I would assume that's why the truck wouldn't start when jumping the starter as a security feature.
I plan on working on it more tomorrow after work by taking a look at power coming from the ignition switch, but don't know if anyone has any other ideas I can try.

I helped my neighbor(he's a Dodge mechanic) help him get his truck(an 08) started when his TIPM went bad. His truck wouldn't crank unless he jumped out the relay. It took two of us to get it started, I turned the key and he jumped the relay at the same time. I remember him saying if the truck's ECM doesn't see the engine spinning when the starter gets engaged, the ECM locks out and won't start

That sounds like the issue for why it wouldn't start when trying to bypass. I guess I should find the wiring diagrams and figure out how to get it running to get to the dealer.
Also to note I get no error codes via odb2 scanner. I do get some green lights back though, so I think it's communicating fine.

When I jump the starter relay to power the starter it cranks. The fan and serp belt also spin, so I know it isn't seized or similar. It won't, however, start. It will just spin and spin.

OK, so when I got home today I not only jumped the starter relay to the + battery terminal that feeds the starter, I also jumped the two other connections on the relay that feed the solenoid. After looking at the wiring diagrams for a 2002 it looked like that other wire may feed additional parts like the fuel relay.
The truck started right up and ran fine. I banged the relay up and tried to put it back and it wouldn't start again. Looks like its probably a bad relay even though I hear it engage and click.
I also checked the voltage coming from the ignition switch and had power flowing to the relay from the start position, which is what made me take another look at the relay.
I'll replace the relay and let you or anyone else who has this issue know what I find.

Wow, hopefully it's just the relay. That would be a really cheap fix. Fingers crossed for you.

Totally not the issue. :(
Replaced the relay and it still won't crank.
I checked the relays and apparently I'm getting all the correct voltages to the correct area except maybe terminal 30? It reads 10.4ish volts. Should I be expecting 12? this is what gets sent to the S? relay on the starter. It appears this is coming from the TIPM.
Going to check again that the starter is getting the correct amp draw next via its main wire. I assumed since I saw twelve volts everything was fine.

On a side note, if I jump 85 to 86 on the relay and then feed 12 volts from battery positive side to 87 on the relay the truck will start. After starting it appears to run fine, but makes the engine throw error codes p0335 and p0340 and also same codes in pending. Basically this is pointing back to the TIPM if I'm understanding correctly? It appears enough voltage or amps aren't coming from the TIPM from the wire that feeds #30 on in the relay to cause the starter solenoid to engage like it does when I jump it straight from the battery.

Well I've driven the truck a few times now without any issue. Basically just need to jump 87 on the relay to the positive battery terminal while turning the ignition to start.
Traced electrical back to TIPM. There is power coming in but not out of the TIPM via fuse 14. Looked at the boards and nothing looks corroded or burnt.
There is a TSB that describes similar: TSB 08-021-06
Took it into the nearest dealer and they wanted to charge me 135$ to flash the TIPM. Does that seem right? According to the TSB its a 20 minute (.3 hours) job.
I walked out on the spot :)

I am having the same issue would you mind posting which relay is giving the trpuble and if possible a pic of you solution,

Also on the jumper wire you only leave it c9nnected while cranking and then disconnwct or disconnect when you turn the truck off.

Thanks in advance even if you dont reply i think i can figure this out woth what you have posted. Big help man i have been chasing it for months
