FYI, Looks like you have a 2013 Canadian RA4. Which is not necessarily a bad thing.
Confirmed. Plugged it up without the harness and nothing.

Good luck. Austin will probably be your support contact over there and they tend to be reliable and fairly priced, but still won't be cheap most likely.

Uh. No. The radio is likely just broken.
I understand they want to install/sell the same model year as the truck, but many of us have installed different year radios in different year trucks.
I have a 2014 Ra4 in my 2013 truck. There are 2013 Ra4's in 2015 trucks.
Any 2013-2015 radio is known to work and 2016's with the right FW version seem to work also.

Yeah. I've spoke to him before too. They do a great job over there. But the folks here on the site seem to keep getting things to work that the experts keep telling us isn't compatible.
Let them fix it and then plug it in without that bezel and it's volume knob/T-harness to check it. It's possible that the bezel & harness may be bad and affected the radio originally. May want to send the bezel to them to verify its not defective if you plan on using it again vs a full 8.4 conversion. May be okay too.

I have a 14 Ram with a 2013 RA4 8.4 CA Canadian radio In my truck , works great with full functionality HVAC & volume control on an OEM single zone bezel with the conversion harness and HVAC module .

Several have installed the RA4 8.4 CA 2013 radios in 13 + Ram's , are you sure they're not talking about the 4 speed hvac in 2013 as opposed to the 7 speed hvac in the 14 + trucks ?

RLK there has the exact same 2013 Canadian radio in his 2014 express as you would have if the radio worked...
He even has. the exact same letter suffix at the end of the radio pn as you do
