I have a 2009 Dodge Ram 1500 that does not have steering wheel controls. Can they be added?

Maybe. Certain models may not have the required harness or clock spring in the column.
If you take the steering column apart and see a few extra connectors you may be able to get some functions. If you are lucky and have this you will still need to go to the dealer and have them flash the sales codes for radio controls and what ever else . As an example, for the rear view camera to display on a touch screen radio you would use sales code XAC
