Steering wheel damper

I recently bought a complete steering column out of a '13 2500. When I was breaking it down, I noticed there was a weight bolted to the steering wheel that my 1500 doesn't have. It looks like it is a damper of some sort. I've seen these in the past on some performance vehicles to give some weight to the wheel and help with vibration.

Does anybody have any info on it? Do these only come on the HD trucks, or is mine missing? If they're HD only, has anyone tried putting one in a 1500?

Pretty sure steering dampers only come on the HD trucks with a solid front axle.
