How do you know the ABS isn't working? Does it have any codes?

Maybe the abs module itself? All 4 tires locking up right away is a really serious problem though. The backs normally shouldn't see enough pressure to lock up easily.

I'm not sure if there is a fuse for the abs on the trucks with the TIPM box. That would be where I'd start though if you haven't checked already.
