What is the purpose of this hose? It appears to connect directly from the oil fill cap to the resonator...

Goes into the intake air box. It's for emissions. Your blow by gets pushed into the intake. You can put a mini filter on it

What would one call the mini filter? I think it was pushing a bunch of nasty crap through my intake, and the hose is on it's last leg can I just get some generic hose and cut a length of it?

Not sure what the actual term for it it. But you can go to auto zone or oriely and pick one up near where they sell those spectre intake systems for cheap

The small filter is called a breather filter, K&N has lots of different ones to choose from and most parts stores have a few generic ones. It's to provide make up air to evacuate your crankcase so as long as your PCV works properly you won't have anything coming out of it.

Got it, my PCV was pretty gunked up. Not sure if you can tell from the photo.

Could I use that line to run some seafoam cleaner through or is it too close to the MAF?

I would just take the intake resonator off it's only 2 tens and a screw hose clamp and you won't have to worry about it
