Need help with my 1978 dodge power wagon..... The rpms seem to run high when in 4th gear think the transfer is not working right can any one help

I'm of no help as I do not have a Power Wagon, but you might PM a mod to have them move it to the appropriate section for you. :)

Need some more information here. Your transfer case, unless it's been changed / upgraded is a full time case. You're either in Hi, Hi lock or Low Lock.

Unless you're stuck in Low, your transfer case would have nothing to do with RPMs in 4th.

Which brings me to the next question, is your truck standard or automatic?
