1995 Dodge Ram 2500 tailpipe bracket question

Hello, on my 1995 Dodge Ram 2500HD with 5.9l gasoline engine, some previous owner retrofitted an aftermarket exhaust. i've since converted back to an all stock exhaust from the manifolds-back, using a good used factory cat and single 2.5" factory single intermediate pipe, muffler, and tailpipe from a 1996 Dodge Ram 1500 that somebody was parting out.

Everything is fine, runs quiet, no check engine light after fully warmed. But I see a mis-match in how the bracket welded to the factory tailpipe is supposed to meet up with some brackets with an angle that look like they've been on my truck since new.

Is the angled bracket still bolted to my frame in the attached photo originally meant for exhaust? There is a mirror-image bracket bolted in the same position on the drivers's side too. At first I thought maybe my truck came with an optional factory dual exhaust? Or maybe those are tie-down brackets for transporting the truck by rail / auto transporter? Either way that vertical bracket on the tailpipe won't interface with the angled bracket.

One other thought I had was maybe the tailpipe bracket on the frame got taken off when someone added an aftermarket class 3 trailer hitch. Am I missing a bracket from my frame to marry up to the tailpipe?
