so my fog lights don't sit flush in the housing like I'd like, what size fog light would fill the whole fog light slot so it looks flush?

I can post pictures if you need em to understand.

I am going to assume that the foglights you have aren't stock. A stock set will fit better.

I believe you can still get them as a full kit (two cans, two bulbs, harness & switch) from places like RockAuto.com or other parts sellers. Another way to fix this is to change the brackets and extend their length so they sit farther back. If the cans are mounted through a flange into the bumper structure from behind, get longer bolts and some washers for spacers between the fog light mounting flange and the bumper.
