not down shifting

I have a 96 ram 4x4 with the 5.2 . Its will not down shift until it drops down to 50 from doing 60. Also when just doing a steady speed it feels like it loses power.

Gonna need some more info there man. Mileage? Whats been done so far? Any other symptoms? Adjusted bands? What do you mean it feels like it loses power? What does it do when it "feels" like that? I'm assuming you have an automatic.

The truck has 135000 mile. The in take been fixed 180 stat cat been cleaned out. It have a new tranny 7000 on it. When cruising down the road at a steady speed it feels like its missing but I have not had any coded.

Make sure your plug wires are routed per the Dodge TSB.

(no I don't have that handy, I think it's around here somewhere)

A 96 has OBD II. So it should throw a code for a "cylinder-misfire", or a "miss", if that was the issue. Even low fuel pressure should cause that fault. A bad crank position sensor can do that. It gets more frequent as time goes on. Also stalling at low speeds, say in parking lots. A clogged cat can also cause that feeling, but I think you said cat has been cleaned? You mean "rodded-out"?
