Rebuilt trans and converter not locking up

Just put a rebuilt 46RE transmission and new torque converter in my 99 ram 1500 5.9
Took it out for a test drive and it appears the converter isnt locking up. I have to let off the gas around 2400 rpm to get it to shift into over drive, but when it shifts in it feels like it isnt locking up, used to turn 2000 rpm @ 70 mph, now its between 2200 and 2400 rpm, it kicks into OD but when i accelerate slowly i have to rev up to around 3600 before it wants to accelerate. Have checked the tv cable adjustment. The only code i get is P1765 which is 12v relay.
I have checked the relay and even replaced it, cleared the code and it keeps coming back. Drove it to a friend of mine that works for dodge and his drb couldnt find anything wrong with the relay circuit or relay.
Any ideas of where else to look at?

Double check fluids is the first thing that comes to mind.
