I was taking apart my 2001 dodge ram 1500 Laramie 5.9l 4x4.
When I undid the lines to the 4x4 actuator and they where either filled with rusty water or coolant. I had been having some 4x4 issues but I assumed it was just the actuator. I haven't driven in deep water and the lines where secure and don't leak.
Anyone seen this before?

The 4x4 issue was it would work fine one day then would have some trouble another then would be fine again.

That was water ingress. Its not uncommon for water to get sucked into the lines if they are getting old and hard. They start leaking, then you drive through a puddle or something and tiny amounts of water get sucked in.

4x4 issues related to the actuator are very common due to things like this. The shift fork inside also isn't the sturdiest thing around.
