All the lifts that are 3in or greater say for v10 or diesel only I have a 99 2500 with a 360 what is so different and what is a lift to look for

Weight technically.
Generally speaking, if you have a 2500 you won't notice a difference at all.
Hell, I know a guy running diesel lift springs on his "1500" and says it rides fantastic.

So there isn’t a difference in suspension

Not the bare bones of it. Diesel and V10 springs are merely stiffer in stock form, and in aftermarket form, the diesels are offered in more lift sizes.

The springs largely are the same size, just the V-10 and diesel are slightly thicker and stiffer. But then again, so are many aftermarket gas springs.

Some people say V10/diesel springs make the ride a bit too stiff in the front, others say it rides amazing and handles heavier tires better. Largely how it handles is going to ride on the shocks you use. I put the heavier duty springs on my truck when I replaced my rear leafs. It lifted the front about an inch or an inch and a half, I didn't measure. But you do notice a slight increase in height. Its not a lift though, you could get the same change in height by dropping tire pressure by 20psi.
