Prob one of the bulb seals or the sealant around the edge. Can bake em at 225 for about 10 minutes and pull the lens off, dry em out, bake again and run a bead of windshield sealant around the edge with the old sealant and press them back together.

Just drill some holes in the bottom if you cant get new ones right away. I've only tried to reseal plastic housings once, what a failure that was. I could reseal the old glass ones, but plastic sucks.

Since they are filled with water already, anything is an improvement. Holes will reduce bulb life by letting moisture in. But there is standing water in there, thats much worse than a hole or two. As the bulb heats up, it will heat the water, which will raise the humidity inside the housing, causing reduced bulb life. Drilling holes will at the very least, ensure that the level of humidity inside the housing is similar to the outside.
