When you say the fuse, did you replace a fuse or the flasher module/relay?
And I have to ask: if a blinker doesn't blink, does that still make it a blinker, or just the weak link?

check the relay.
When you pop off the panel to the left of your steering wheel.
It would be one of the two big relays on the right its the lower one.
Turn your indicators on, if it ticks and you can feel it. it should be okay.
If not thats your problem.
Now if it does tick and still no indicators. I'd start checking grounds. start with the rear tail lights.
