Or is the steering wheel smaller on the 2nd gen than the 3rd ?

I tried to put my old steering wheel cover on my truck .. 3rd gen - 2nd gen and it was not snug at all .

So I went to the auto store bought another one ... same thing ... put it on and it just slides all the way around the wheel ?

What gives

I just went out and measured my steering wheel. It's about 15 inches in diameter.
