Seatbelt problem

My seat belt on the seat back won't come out. Both sides are locked.
1998 3500 24 V diesel Laramie slt extended cab. Happened suddenly when parked.
Are there some sort of electrical locks ?

Sometimes the electronic solenoid in there
gets jammed up and you have to go in there and disable it. Your seat belts will still lock manually after the fix they just won't be electronic anymore.

Thanks for the reply
I seems to me it must be an electrical problem as both driver and passenger sides are stuck.

I checked in the manual for fuses and one in the dash panel says seatbelt but tested good.

The solenoid itself is usually still good. Mine did this after I removed seat covers. It turned out the seat covers did not allow the seat belt to retract all the way and jammed up the actuator arm that connects solenoid and ratchet. After watching the video I ended up just breaking that linkage to keep it from binding. Put the upholstry back and made sure the ratchet would still lock and I was finished. Mine did it on both sides as well.

Still have the problem happening interminably . Hit a bump and belts started to act normally. Anyone know how to disable this function? Could be an intermittent. Ground??

I would recommend pulling codes but if both seatbelts are messing up, it is likely a problem with the seatbelt control timer module. I believe the sctm Is under the center seat. I don't see a lot of second gen. I can look it up for you tonight

Found a message.tha said " took ithe module out and shook it good and it worked"
I did that and it is presently working.
Called a Dodge dealer and they told me that the module, #56043003RD is replaced by
56043003A D but is unavailable nationally at this time.
There is no way to disable.
It eventually has several functions, on of which is a gravity thing which will lock the belt in place.
