On my 1999 2600 with a 360 automatic. My headlights stay on constantly. Did the short test with test light between cable and battery and definitely have a short. None of the fuses kill the light but the c 247 connector under the parking brake and below the massive bulk head connector does kill it. Anyone have and idea what all this connection goes to? It has 27 pinouts in it thanks for any help

Your short is very very likely the switch itself. That's all that's between the battery and the lights, no relay or anything. Very very common problem with the pullout style switch
