Me and my dad (3rd gen) would both like to wire it where we can keep our fog lights on while our high beams are on. Is there an easy way to do this ?

Yes

For 98-01 rams with only one fog light relay.

Remove the relay in the PDB for the fog lights, make up a short piece of wire with spade terminals on both ends, insert spade terminals into slots #3 and #5 where you took the relay from and you are good to go.

I have no idea on the 3rd gen truck, I don't touch anything newer than a 01 Ram.

Nope. not as easy.
You have to wire them to come on with the parking lights.
