Removing steering column question

I need to tip my instrument panel assembly forward to install a new top cover (the old one cracked due to hot Arizona sun). Step 8 of the removal instructions say to: "Remove the steering column but do not remove the driver side airbag module, the steering wheel, or the switches from the steering column.Be certain the steering wheel is locked and secured from rotation to prevent the loss of clockspring centering." It then refers me to the steering column removal instructions but that section says nothing about locking the wheel. How do I do that and is this really important if I am not removing the steering wheel? What is clockspring centering?
