Help me ....transfer case won't engage

My '07 ram 1500 will not engage in hi or lo. Replaced transfer case motor with one from salvage yard (said it worked when removed). The indicator light just flashes still. Is it the axle actuator? Or something else?

what position was the selector in when it failed its suposed to come out in neutral I think. Mine did the same thing and I tried like crazy to get it to come out of neutral found batt was not good charged it up put transfercase selector in 2wd turned ignition to run position press on brakes put trans in neutral then use a small pin to press the N selector on transfercase shifter and listen for the motor to activate.
