Alright, so I read on another DIY thread here earlier about wiring your fogs to stay on with your brights, but I figured out that it's only for 94-97 rams, so I figured out how to do it on a 99. I will post the link for the 94-97 DIY.
(Before attempting, understand that I am not responsible for your failures)
1. After disconnecting the negative battery cable, locate fog light relay in the fuse box under the hood. (circled in red)
2. Remove the relay (keep for an extra relay, you will not be using it anymore)
3. Ad spade terminal ends to an inline 15 Amp fuse to replace the relay (you can just use a piece of 14 gauge wire if you want, but I prefer the fuse)
4. After you crimp the ends on, wrap them in electrical tape to insulate them and keep them watertight
5. When you are looking from the drivers side of the engine bay at the fuse box, you will insert the two ends of the inline fuse into the 2 horizontal openings where the relay you removed would have been.
6. Turn on your fog lights and headlights and switch on your brights to be sure that your connections are correct and enjoy.
